Sustainable Procurement Policy Overview

Procurement at Universitas Indonesia (UI) upholds the principles of transparency, accountability, efficiency, and sustainability. All procurement activities follow Rector’s Regulation No. 4 of 2022 and align with national legal frameworks — including Presidential, Government, and LKPP (National Public Procurement Agency) regulations.

Through this policy, UI commits to implementing sustainable procurement practices that ensure institutional needs are met while supporting sustainable development goals via environmentally friendly, socially responsible, and well-governed procurement processes.

Plastic Waste Reduction Policy
Government Regulation No. 22/2021 on Environmental Management regulates waste management and hazardous substances. LKPP 157/2024 and Circular 16/2020 direct suppliers to minimize single-use plastics and adopt biodegradable or recyclable packaging as part of sustainable procurement practices. LKPP Decree No. 157/2024 reinforces the use of environmentally certified products such as Eco-label, FSC, PEFC, and ISO 14024. Procurement officials are instructed to prioritize green products according to Circular Letter No. 16/2020.
Sustainable Product Sourcing Policy
Rector’s Regulation No. 4/2022 emphasizes sustainable procurement principles, in alignment with Presidential Regulation No. 16/2018 (amended by No. 12/2021). Article 68 mandates that government procurement must consider environmental, social, and economic sustainability aspects. LKPP Decree No. 157/2024 reinforces the use of environmentally certified products such as Eco-label, FSC, PEFC, and ISO 14024. Procurement officials are instructed to prioritize green products according to Circular Letter No. 16/2020.

Environmental Clauses in Major Procurement Contracts

According to LKPP 157/2024, sustainable procurement extends into contract execution. Environmental clauses must include waste management, eco-friendly material usage, and sustainable packaging requirements. These are supported by Government Regulation No. 22/2021 and Ministerial Regulations on environmental protection and construction standards.

Vendor Qualification Requirements

SPPL

Based on Government Regulations No. 22/2021, No. 5/2021, and No. 28/2025, and Ministerial Regulation No. 4/2021, vendors must submit a Statement of Environmental Management Capability (SPPL) confirming their commitment to waste management, resource efficiency, and environmental monitoring.

Standard Certificate

According to Government Regulation No. 5/2021 and Ministerial Regulation No. 8/2022, service providers must hold a Standard Certificate for Construction Services covering technical, safety, and environmental compliance.

The risk-based business licensing framework (PP 5/2021 and PP 28/2025) stipulates that:
  • Low-risk businesses: SPPL only
  • Medium-risk: SPPL and Standard Certificate
  • High-risk: Environmental Impact Assessment (AMDAL/UKL-UPL) and Standard Certificate
